Job Description
Senior Technical Surveillance Countermeasures (TSCM) Lead support (Level 4) will ensure TSCM team compliance in conduct and completion of all TSCM activities, related support and other technical operations supporting the NGA TSCM program, TSSC modernization goals, and Office of Counterintelligence Technical CI Division. Maintain familiarization with all governing national and agency level policies, as well as all other regulatory guidelines. Ensure team conduct of processes and activities as well as reporting and training requirements are compliant with established policies and timelines and in accordance with the NGA TSCM Program.
Duties may include:
Support Technical CI daily activities, including but not limited to:
Maintain knowledge of National, DoD, and agency regulations and instructions as they relate to TSCM and CI
Ensure designated National and DoD CI database is updated with mission reporting in a timely manner
Ensure accuracy and completeness of agency level mission support database
Advise development of, maintain, and implement standard operating procedures for the team
Manage overall training track for team baseline; identify and recommend individual practitioners for advanced training, assist coordination for annual training courses, and provide oversight for apprentice training program
Coordinate with TSCM Cyber and IPMS Leads to ensure missions are appropriately staffed
Perform operational level TSCM Lead support such as:
Assist the TSCM Program Manager and government leads as required with supervision of personnel and operations
Ensure all personnel assigned to the TSCM mission are trained in accordance with National standards for the conduct of TSCM operations
Ensure TSCM operations meet customer needs and threat based priorities
Ensure TSCM operations are conducted according to established guidelines
Ensure team familiarization with governing national and agency level policies
Ensure team mission reporting is complete and timely
Monitor and verify team understanding and compliance with physical and technical security standards when providing guidance for agency secure areas
Monitor team compliance with training requirements for access to DoD networks in accordance with DoDD 8140.01
Provide technical recommendation and guidance to and reinforce partnerships with agency entities such as:
Lead liaison opportunities in providing advice and assistance for agency security elements
Identify potential relationship opportunities across the agency enterprise
Coordinate determination of best practices for customers technical security
Coordinate TEMPEST issues identified in the conduct of TSCM activities with the NGA CTTA
Provide recommendation and guidance for NGA facilities under construction
Provide requestors with comprehensive documentation of procedures, listings of vulnerabilities and/or hazards, and recommended mitigation techniques or corrective action, respond to discovery of hostile technical surveillance penetrations according to established national procedures, and ensure NGA’s TSCM program is effective according to national, DoD, and agency objectives
Coordinate the actions of teams, projects, and/or initiatives covering the full spectrum of Technical Counterintelligence to ensure they are consistent with NGA’s mission, vision, goals, values, and operational structure, as well as with the organization, mission and goals of the national and DoD CI communities
Coordinate team activities, to include internal and external correspondence, resource allocation, personnel management, inventory control system, training program and policy development (requires extensive coordination and liaison not only within NGA, but external to NGA as well with DoD, IC agencies, and the military services)
Skills and Experience
Required:
Experience writing and editing of technical documents
Shall have an Interagency Training Center (ITC) TSCM Certification
Shall complete at least 40 hours of discipline-specific development or refresher training every fiscal year. The training delivery may include classroom, on-line, or commercially-available training, or exercise. The NGA customer will sponsor Government-offered, discipline-specific development or refresher training IAW National and DoD standards.
Shall meet minimum training requirements, within one calendar year of assignment, for access to DoD networks in accordance with DoDD 8140.01, by attaining and maintaining at least baseline certification for DoD 8570.01-M Information Assurance Technician Level II (IAT2) compliance, at the sole expense of the contractor
Desired:
Experience with telephone security (i.e. with Telephone Security Group (TSG) requirements)
Possess certification from TSCM for Information Systems
Possess a Bachelor’s degree in Computer Science, Engineering or a related technical discipline
Be a credentialed graduate of an accredited federal or DoD CI training academy (ex. FBI Academy, etc.)
Security Clearance:
Active TS/SCI and the willingness to sit for a polygraph, if needed
