The Strategic Communications and Outreach Officer will work collaboratively across the program and with partners to ensure delivery of a broad range of strategic objectives , communication principles, strategies, and initiatives to further the organization’s goals, mission, values, and outcomes. This individual will support thought leadership, messaging, and execution for the agency’s organization advancing their  reputation and capabilities. You will partner with the customer on developing high-impact executive communications and other elements of the customer’s external presence and support the customer’s operations and integration. Experience in executive communications, editorial strategy, and posing a technical background is required. In this role, the selected candidate will, partner across teams on the development of external thought leadership and executive communications products to drive the organization  reputation, and capabilities. Partner with internal teams to develop content in support of organizational and agency priorities, ensuring message alignment and consistency across audiences.  Support organizational execution of integrated marketing and acquisition strategies.  Partner with internal and external teams to track and report on communications performance against defined objectives. 




Duties may include


  • Develop and implement marketing and communications campaigns and strategies and monitor their success

  • Determine strategic communications campaigns that will help further organizational goals

  • Create internal  and external communications protocols and initiatives.

  • Instrumental in the creation of marketing and communications collateral to ensure that it is consistent with the organization's brand, including white papers, website copy, and more

  • Liaising with executive staff and shareholders to ensure the message of content is consistent.

  • Define key performance indicators for each communications channel to define the level of  success.

  • Managing the design, content, and production of new communication materials.

  • Analyzing and reporting back on success of activities.

  • Preparing detailed activity reports.

  • Creating related materials.

  • Working with various technical teams to generate new ideas and strategies.

  • Ensure that all content is publication-ready.

  • Respond to communication-related issues in a timely manner.




Skills and Experience:




Required:


  • Experience developing materials for Congressional review

  • Experience working with Congress.

  • Work Experience working with NGA's Office of Corporate Communications, Legislative Affairs (OCCL).

  • Experience working with one or more of NGA's six Congressional Oversight Committees:Senate Select Committee on Intelligence (SSCI).  This is the big one / House Permanent Select Committee on Intelligence (HPSCI) / Senate Appropriations Committee - Defense (SAC-D) / House Appropriations Committee - Defense (HAC-D)/ Senate Armed Services Committee (SASC) / House Armed Services Committee (HASC).

  • Proven success designing and executing marketing and communications strategies and campaigns.

  • Excellent organizational and project management skills and ability to meet deadlines

  • Must be able to think analytically and strategically

  • Great multitasker and capable of simultaneously managing multiple projects with different deadlines.

  • Superior written and verbal communications skill

  • Demonstrated experience providing guidance and direction in high technology programs.

  • Expert-level experience in guidance, consultation, facilitation, and thought leadership to the client and/or project team based on specialized in-depth expertise in such fields as: engineering and technology, policy and administration, program management, planning, analysis, facilities, communications, visual design, or human capital.




Desired:


  • Master’s degree or higher in Marketing, or Communications 

  • Expert-level experience working with DoD/IC Acquisition Process or PPBES

  • Previous NRO, or NGA and/or NSG/ASG program/project work experience.

  • Previous IC or DoD program/project work experience.

  • Previous IC or DoD program/project work experience.

  • Knowledge of Model-Based Systems Engineering, processes, tools, and languages.

  • Technical knowledge in one or more of the following arears, Remote Sensing, Photogrammetry, Image Science, Computer Science, Data Science, Engineering, Information Technology, Management Information Systems, Geographic Information Systems, Geography, or other related degree program.

  • Experience in engineering, design and analysis of IT or related systems with experience in all phases of design, development, analysis and documentation, and development of standards and guidelines for tasks being performed.




Education and Experience:


  • 18+ years' experience.

  • Bachelor’s degree or higher in Marketing, or Communications, Computer Science, Engineering, Remote Sensing, Photogrammetry, Image Science, Data Science, Information Technology, Management Information Systems, Geographic Information Systems, Geography, or other related degree program, or related equivalent additional experience.
