Job Description

MSD IO Planner Mid-Level:



The Information Operations Social Media will provide the Army and Joint Forces with an Information Operations capability to monitor, analyze, plan, develop, and engage the online Information Environment in order to disrupt and degrade adversary social media operations using and/or enhancing information related capabilities. The Subcontractor personnel supporting Information Operations Social Media efforts will analyze Publicly Available Information within the Information Environment, identify Indications and Warnings, and, with explicit authorities, deliver approved content to counter the adversary’s messages in social media. Further, this capability is responsible for gathering, processing, analyzing, producing, and disseminating content derived from social media and other Publicly Available Information to assist the Field Support Teams and the Army Information Operations Center in support of Army, Joint Task Forces, Department of Defense, and interagency partners. Specifically, this capability will support the development of Military Deception operations for approval by the supported command, identify and disseminate publicly available content, amplify supported unit’s Psychological Operations (PSYOPs) activity, and fuse with Open Source Intelligence and other intelligence disciplines to provide operational support and targeting information to enable follow-on operations.




Mid-Level:


  • Demonstrates working knowledge of the concepts involved in the specific functions outlined in the specified labor category description.

  • Demonstrates ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic / soft copy matrices and / or web-enabled formats.

  • Demonstrates ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally, with strong grammar skills. 

  • Demonstrates proficiency using Microsoft Office tools.

  • Demonstrates ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols.

  • Demonstrates ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution. 

  • Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence.

  • Demonstrates ability to lead teams in researching multifaceted or critical problems. Provides guidance in selecting, designing, and applying analytic methodologies. Uses argument evaluation and validated analytic methodologies to challenge differing perspectives.




Job Duties:


  • Perform analysis and research tasks as required to acquire, prepare, and produce Open Source Research reports for dissemination in accordance with all established guidelines, policies, and guidance.

  • Provide Open Source Research analysis and reporting of breaking news and other events.

  • Identify, obtain, and maintain access to online, broadcast, and available hard-copy media sources required to conduct Open Source Research, foreign and domestic, that reflect the facts of events, as well as the perceptions, trends, and public opinion of selected target audiences.

  • Incorporate Open Source Research analysis into products that support combatant command Information Operations.

  • Provide Open Source Research support for briefings, working groups, and seminars. Support will include oral and written presentation with the use of multimedia tools.

  • Maintain liaison with counterparts throughout the Joint and National Intelligence Community and in other agencies and organizations.

  • Maintain situational awareness of diplomatic, military, social, economic, intelligence, infrastructure, scientific, and technical developments within assigned area/team in order to produce effective, time-sensitive analysis and targeting.

  • Utilize tools, databases, and websites to collect and analyze data and information to include online videos, broadcasts, and social media platforms. Maintain proficiency on all tools, software, and databases in support of a myriad of missions. Tools include but are not limited to PanTera, Berber Hunter Tool Kit, managed attribution infrastructure, other applicable tools, videos, and TV broadcasts, and Think Tanks.

  • Prepare reports for quality control/assurance and dissemination by the Government.

  • Ensure products are valid and properly maintained on designated websites and networks.




Education and Experience:


  • At least 8 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years. 

  • Bachelor's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
