Physical Security Mid-level:
The Candidate shall provide Physical Security support under this task order. This includes the management and oversight of all activities performed to support the active and passive measures, designed to prevent the unauthorized access to personnel, equipment, materials, and information; and to safeguard them against espionage, sabotage, terrorism, damage, and criminal activity, including but not limited to the following tasks.
Provide Guidance and Documentation to Facilitate DoD/Intelligence Community Directive (ICD) Compliance:
Maintain and update Occupant Emergency Plan, Criticality Assessment, and Program Evacuation Plan.
Update security portion of Continuity of Operations Plan.
Manage Secure Area Accreditation (Pre-Construction to De-accreditation):
Ensure all accreditation documentation for all F-35 JPO secure spaces is accurate, complete, and digitally available at all times.
Complete and maintain Fixed Facility Checklists for each location and assist with annual facility inspections.
Facilitate the coordination, documentation, oversight and other security-related functions of construction and/or modifications pertaining to secure areas and provide updates and results to Government security leads.
Provide Anti-Terrorism Force Protection (ATFP):
Assist Government security leads with the development and execution of the F-35 JPO ATFP Plan.
Identify defensive measures used to reduce the vulnerability of individuals and property to terrorist acts.
Perform analyses as a basis for developing plans and programs to protect assets.
Provide Alarm Services Support:
Respond to all notifications from applicable alarm monitoring organizations such as Pentagon Force Protection Services. Response can include, but are not limited to, answering alarm monitoring center phone call and/or physically responding to the event at an F-35 JPO building.
Coordinate with applicable alarm monitoring organizations to facilitate maintenance and testing in accordance with the schedule provided by Government security leads.
Provide Facility Access Control:
Manage facility key issuance, inventory, and maintenance processes.
Manage and support security container availability, storage capacity and type of containers.
Monitor, administer, and maintain program badge control system.
Change, issue, and manage combinations on doors and security containers.
Combinations shall be change within five business days of identification of need.
Education and Experience:
MID: A Mid-level person within a labor category for this TO has five (5) or more years of experience performing work related to the labor category functional description.
Four years must pertain specifically to the labor category (e.g. a Personnel Security Specialist must have at least four years performing duties specific to Personnel Security) while the remaining experience must pertain to a related labor category (e.g. any other security discipline).
6 years of additional work experience related to the labor category functional description may be substituted for a Bachelor’s Degree.
Associate’s Degree plus 4 years of additional work experience related to the labor category functional description may be substituted for a Bachelor’s Degree.
A Mid-level person typically performs all functional duties independently.
