Personnel Security Support Senior

Personnel Security Support Senior:
The Candidate shall provide comprehensive PERSEC support, SME-level guidance, and must have Specialized experience with flag-officer level briefings and senior-level interface under this task order. This includes the management and oversight of all activities performed to support the established standards, criteria, and guidelines upon which personnel security eligibility determinations are based, including but not limited to the following tasks:
Provide Program Access Request (PAR) Management:
Manage the Special Access Program Personnel Security Official (SPO) portion of the PAR process from receipt to submission to Program Security Officer (PSO) within 12 business days. Provide the PAR requestor with approval determination within five business days following Access Approval Authority (AAA) signature.
Maintain accountability of all created and submitted PARs. The contractor shall provide analysis of submitted and processed PARs to determine inefficiencies and implement corrective actions/enhancements.
Review each PAR to ensure accuracy and completeness of both the PAR and supporting documentation (e.g. Personnel Security Questionnaire). The contractor shall prioritize PAR processing based on mission need and at the discretion of the Government security leads.
Create, maintain and disseminate to Government security leads a regular schedule for indoctrination and other access-related briefings IAW established DoD, F-35 JPO, and site-specific policies.
Ensure F-35 JPO personnel and non-F-35 JPO support personnel files are maintained within the established systems of record (e.g. JPAS, JADE, Defense Ready). Documentation shall be accurate and digitally available at all times.
Coordinate and maintain accuracy of program billet rosters.
Provide Personnel Clearance Management.
Ensure all personnel are accounted for in the system of record within three business days of in-processing with F-35 JPO Security.
Execute monthly reports in JPAS (or supporting system of record) and notify the Security Manager, GSSO, and subject(s) requiring a reinvestigation. Notification of Personnel Request (PR) need shall be made NLT three business days after the report is executed.
Coordinate with the Government service and contractor PERSEC POC for the initiation of notification of PR processing within five business days of notification of the need for a PR.
Satisfy all prerequisites to obtain and maintain a Defense Information System for Security (DISS) account (or supporting system of record) to accurately identify F-35 JPO and support personnel who have been enrolled in the Continuous Evaluation Program (CEP). All personnel enrolled in CEP shall be reflected in supporting systems of record to ensure accurate and timely processing of PERSEC related activities within three business days of notification from DISS.
Facilitate adverse information reporting for F-35 JPO and support personnel IAW established (and subsequent) DoD, F-35 JPO, and site-specific policies, and provide results of reports to Government security leads.
Education and Experience:
SENIOR: A Senior level person within a labor category for this TO must have ten (10) or more years of experience performing work related to the labor category functional description
Six years must pertain specifically to the labor category (e.g. a Personnel Security Specialist must have at least six years performing duties specific to Personnel Security) while the remaining experience must pertain to a related labor category (e.g. any other security discipline).
Bachelor’s Degree plus 4 years additional work experience related to the labor category functional description may be substituted for a Master’s Degree
A Senior level person typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. A Senior level person may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
