International Security Specialist Functional Lead:



IC-CAP is seeking a motivated, career and customer-oriented Security Generalist – International Security Senior Functional lead, to join our team in Arlington, VA. This position will perform duties as a Senior Security Generalist and will be responsible for security support of classified and unclassified areas of a DOD Joint program office. 



Responsibilities include, but are not limited to:


  • Assist instructors, students and visitors using facilities; operate badging and access control systems; monitor security camera systems; perform random entry/exit searches; enforce all DOD and local security procedures and practices, controlling access  to secure facilities, handling and storage of classified documents and electronic media, and monitoring compliance with COMSEC and COMPUSEC; provide assistance with file plans and documentation maintenance in classified containers; change combinations and generate SF 700s; assist in self inspections and prepare for customer inspections; perform and document vault alarm tests; assist in security inquiries; assist in providing training and scheduling of vault hours and additional duties as required/assigned.

  • Provide Administrative Security Support including maintain recall rosters, organizational charts, and contact cards for Security personnel, develop, maintain, update, and coordinate Security Operations Manuals, Standard Operating Procedures (SOPs), Security Classification Guides (SCGs) and other Program Security generated documentation and publications.

  • Maintain, update, and coordinate Access Management Control Plan (AMCP), Project Security Instruction (PSI), other International Security generated publications; maintain, update, and coordinate Continuity Of Operations Plan (COOP), Occupant Emergency Plan (OEP), Emergency Action Plan (EAP) and all other Collateral Security generated publications.

  • Assist in development of customer security policies and procedures IAW DoD policies and procedures. Schedule, facilitate and attend security meetings, symposia, and events; securing conference space, disseminate materials and taking meeting notes and action items.

  • Coordinate with Human Resources (HR) to ensure the security portion of onboarding/off-boarding is accomplished.

  • Coordinate, prepare, and attend Security Program Management Reviews (PMRs) and other customer conferences including preparation of agenda, attendee list, welcome packets, compilation of notes and action items. Input, track and disseminate assigned tasks and provide reports in prescribed management tool.

  • Maintain and update security mail groups and calendars, issue courier cards and provide appropriate courier training and other administrative tasks.

  • Provide Security Incident Inquiry Support; tasks include assist with security incident inquiries for program office and remote location personnel.

  • Provide recommendations on updates to overall security-related policies and procedures, develop and manage a mechanism to provide accountability and disposition of security incidents; identify trends and provide and implement corrective measures.

  • Provide System Engineering and Technical Assistance (SETA) Support; tasks include collaborate with Government security leads and Subject Matter Experts (SMEs) to develop and provide specific security training (e.g. Indoctrinations, Commander Call, International/Country Specific, Anti-Terrorism Force Protection) as identified by Government security leads; track training status; develop and disseminate a security newsletters.

  • Provide CONUS and OCONUS International Security Support. Tasks include provide multi-disciplined security guidance and mentorship to Partner and Foreign Military Sales (FMS) security professionals; assist in developing country- unique security documents, coordinate with cybersecurity and foreign disclosure professionals on all pertinent security matters; provide planning and on-ground support to customer conferences and air shows.

  • Provide Operational Security (OPSEC) Support; tasks include assist in identifying critical information and developing the Critical Information List, providing guidance on the risk management process, and identifying possible countermeasures; develop and implement OPSEC measures, perform risk management and risk analysis, and assist in the development of risk reporting tools such as matrices, registers and handling plans.

  • Provide Program Protection Support; coordinate with program SMEs to develop and identify Critical Program information, Critical Components, and Critical Functions along with countermeasures to be employed for documentation within the Program Protection Plan (PPP). Conduct site visits and provide guidance and recommendations based on best practices to increase the security posture.

  • Provide Special Access Program (SAP) Security Support; tasks include maintaining communication across all security offices and assist external sites with maintaining an appropriate security posture, conduct Site Assistance Visits (SAV) at CONUS and OCONUS locations.

  • Provide Visitor Control Support; tasks include process all submitted visit certifications/visit requests; manage badge functions; support travel reporting and visitor support.

  • Provide Analytical Security Support; tasks include assist with the development of program lifecycle management including security contract requirements analysis, structured systems analysis and design, feasibility analysis, technology and software assessment, project planning and management, implementation and testing, technical and procedural documentation, user training, and post-implementation support.

  • Experience with Joint Access Database Environment (JADE), Joint Personnel Adjudication System (JPAS), SharePoint.

  • Provide technical writing guidance in compliance with appropriate publications and manuals and perform quality checks on all documents and packages being staffed for signature, ensuring incorporation of all.




Basic Qualifications:


  • Master’s degree in Management, Administration, Business, Science, or related discipline

  • Familiar with working in classified environments and/or classified materials.

  • Outstanding written and verbal communicative skills

  • Experience working in a Special Access Program (SAP) environment

  • Experience working in a military environment

  • Working knowledge of Joint DOD program security environments

  • Specialized experience with flag-officer level briefings and senior-level interface 



Additional Job Description:


  • Travel expected 25%

  • Physical Requirements: Must be able to remain in a stationary position




Security Clearance Requirements:


  • Top Secret /SAR 

  • Current security clearance investigation within 5 years from the investigation close date.

  • Must be able to obtain and maintain Special Access Programs (SAP) Access.
