Industrial Security Mid-Level:
Provide Industrial Security Support:
The Candidate shall provide Industrial Security support under this task order. This includes the management and oversight of all activities performed to support the protection of classified information developed by or entrusted to U.S industry operating under the National Industrial Security Program (NISP), including but not limited to the following tasks:
Provide Ship and Site Activation Team Security Support:
Brief and coordinate security requirements for USAF, USN, USMC, and international bed down sites and provide accurate data at all 35%, 65% and 95% design reviews
Communicate secure facility construction and accreditation technical security standards and provide accurate data at all 35%, 65% and 95% design reviews.
Maintain and monitor security activities at bed down locations until facilities receive accreditation.
Identify security clearance and SAP access requirements at bed down locations.
Assist the services in defining facility and infrastructure requirement to meet F-35 bed down for all sites.
Coordinate and participate in the development of CONUS and OCONUS Facilities Requirements Documents (FRDs) and document results.
Support Security Role in Supply Chain Risk Management (SCRM):
Assist F-35 JPO Security with the development and execution of a SCRM program
Assist JPO Security with preventing the introduction of parts with malicious intent by a foreign adversary to disrupt, disable, or render ineffective F-35 systems, document any identified vulnerabilities to the supply chain or individual critical components, and report to Government security leads.
Conduct Critical Program Information (CPI) Assessments and Criticality Analyses to identify mission critical functions and Information and Communications Technology (ICT) critical components of the F-35 system elements.
Evaluate and track SCRM Program and Implementation Plans of F-35 Program contractors involved in the supply chain.
Assist in coordinating with external agencies (such as DCSA, DIA, AFOSI) for SCRM related assistance and information gathering/sharing, gather lessons learned and best practices, and provide to Government security leads.
Assist with DoD Industrial Security Requirements:
Develop and maintain a database of all cleared defense contractors supporting the F-35 JPO and their compliance status, to include facility clearance and approved level of safeguarding. Records shall be accurate and digitally available at all times.
Assist in coordination as directed by Government security leadership with SMEs at Government agencies such as Defense Counterintelligence and Security Agency (DCSA).
Satisfy all prerequisites to obtain and maintain a National Industrial Security System (NISS) account (or supporting system of record).
Provide DD-254 Management Support:
Draft DD-254s for prime contractors and/or subcontractors and update/revise existing DD-254s as changes occur. Staff draft DD-254s for Government security signature. Documentation shall be accurate and digitally available at all times
Maintain all appropriate supporting documentation for each DD-254 on file.
Validate each contractor’s facility clearance and storage level.
Coordinate with F-35 JPO Personnel Security (PERSEC) to validate the DD- 254 status for all contract personnel prior to processing for SAP access
Prepare and coordinate National Interest Determinations (NIDs).
Provide guidance on the DD-254 process. Ensure that all updates to policy and guidance are disseminated.
Create, update and maintain the DD-254 database of record.
Education and Experience:
MID: A Mid-level person within a labor category for this TO has five (5) or more years of experience performing work related to the labor category functional description.
Four years must pertain specifically to the labor category (e.g. a Personnel Security Specialist must have at least four years performing duties specific to Personnel Security) while the remaining experience must pertain to a related labor category (e.g. any other security discipline).
BA/BS degree or a qualifying substitution as identified in this section.
6 years of additional work experience related to the labor category functional description may be substituted for a Bachelor’s Degree.
Associate’s Degree plus 4 years of additional work experience related to the labor category functional description may be substituted for a Bachelor’s Degree.
A Mid-level person typically performs all functional duties independently.
