Job Description

Deputy Program Manager/Transition Manager:



IC-CAP is seeking a highly skilled Deputy Program Manager to support the Intelligence Community Security Coordination Center (IC SCC). The IC SCC is a federal cyber center with a mission to ensure the execution of defensive activities, coordinate security monitoring across the IC, and maintain awareness of security-related threats, events, and incidents.


As the Deputy Program Manager, you will assist the Senior Program Manager in providing overall day-to-day management support for the contract. You will directly contribute to program efforts including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities. In addition to day-to-day tasks, the Deputy PM will serve as the transition manager for the program, leading both transitions in and out.



The tasks of the Deputy Program Manager/Transition Manager may include but are not limited to:


  • Actively participate on integrated teams, and lead multiple tasks, projects, or teams.

  • Oversee and monitor performance and take steps to resolve issues.

  • Execute policies, guidance and requests provided by senior personnel.

  • Assist the senior PM with all other designated tasks.

  • Develop and execute an operational plan for transition in and out of the contract.

  • Monitor exceptionally complex, inter-discipline, inter-organizational tasks to ensure efficiency and effectiveness.

  • Assist with or perform program efforts as designated, to include cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, quality assurance activities, and scheduling.

  • Write and/or review technical documents.

  • Communicate issues and solutions to appropriate management structure.



Education and Experience:


  • PhD + 4 of industry experience; or

  • Master’s Degree + 6 years; or

  • Bachelor's Degree + 8 years; or

  • an Associate's Degree +10 years experience; or

  • a Diploma/GED + 12 years experience



Requirements and Preferences:


  • a PMP, DAWIA PM III, or FAC-P/PM Mid-Level in Program Management

  • At least 3 years of demonstrated experience in the management and control of funds and resources.

  • At least 5 years direct experience in managing multi-task contracts and experience in leading a multi-vendor environment

  • Experience with contract transitions.

  • Demonstrated experience conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.

  • Direct experience managing multi-task contracts and subcontracts of various types and complexity.

  • Expert communication and leadership skills.

  • IAT II certification preferred
